Most guides give a tuition range for Italy and leave it there. The range is real, but it is rarely a simple sticker price — at many institutions it reflects bands or reductions that depend on documentation you file.

Many Italian public universities adjust fees according to a student's financial circumstances, but there is no single national method, and this is where most guides mislead. Depending on the university, an international student may file an ISEE or ISEEU Parificato built from home-country documents, submit foreign-income documentation directly, or be placed in a band determined by country of residence. Politecnico di Milano, Turin, Milan and Bologna each run a different system, and Turin states it no longer uses the ISEE Parificato for this purpose in 2026/27.

Here is the part that catches people. At universities that operate income-based reductions, failing to submit the required financial documentation by the deadline can mean paying the full applicable fee — Bologna states this directly. So the first question is not what Italy costs. It is which system your specific university uses, what it needs from you, and by when.

For a university-enrolment study visa, validated Universitaly pre-enrolment is a prerequisite to the visa application. You complete it, your chosen institution validates it, and the mission works from that record. Note the limit of what validation does: Universitaly states expressly that university validation does not itself guarantee visa issuance.

Complete it after or alongside your university application. Do not assume Universitaly and regional scholarship applications run on the same timeline — they often do not, and some agencies accept benefit applications before enrolment is complete. Check both calendars early rather than assuming one must finish before the other starts.

Italy does not accept a foreign certificate at face value. For UAE visa applications the current Italian mission checklists require evidence of both authenticity and comparability.

• Declaration of Value — A Dichiarazione di Valore issued by the Italian mission covering the country where you studied.
• CIMEA statements — Comparability and Verification statements — a support tool that does not itself confer recognition.
• The university decides — The receiving institution still makes its own academic assessment of your qualification.
• Translation and legalisation — Documents generally need Italian translation and legalisation, usually attested first in the country that issued them.

Which route you need depends on the university and the programme. Confirm before you start, because obtaining the wrong one costs weeks.

Requirements are set by each university and programme, so treat the following as the common shape rather than a national rule.

• Undergraduate — A school qualification recognised as giving access to higher education in the country that issued it, plus any programme-specific entrance test.
• Postgraduate — A recognised bachelor's degree in a related field.
• Medicine — For 2026/27, Italian-taught Medicine, Dentistry and Veterinary Medicine use the open-semester system, while English-taught equivalents remain nationally programmed with a scheduled admission test. Check whether IMAT applies to your specific route.
• English-taught programmes — Admission evidence varies by programme, but the UAE study-visa checklists require non-native applicants to hold at least B2 English certified by a recognised institution such as IELTS or TOEFL.
• Italian-taught programmes — Italian at around B2 on the current UAE checklist, attested by the university. CILS, CELI and PLIDA are common routes rather than the only ones.

Some programmes are competitive and capped, particularly in medicine, architecture and design. A low fee band does not mean easy admission — they are separate questions.

The national study visa follows the validated Universitaly pre-enrolment. You will need proof of accommodation, health insurance, evidence of financial means and your recognised qualification documents.

Italy rewards early starters more than most destinations, and for a specific reason. Where your university or regional benefit scheme requires foreign-income documentation, an ISEE or ISEEU Parificato or equivalent evidence, those documents must be prepared, translated into Italian and legalised through Italian diplomatic channels. That consular step takes weeks and cannot be rushed.

Applicants routinely miss regional scholarship deadlines not because they were ineligible but because they began the financial documentation too late. So the sequence runs backwards from the earliest relevant deadline, not forwards from your offer.
